Plumbing Program
The Clark County Plumbing Program is located in the Environmental Division of the Clark County Combined
Health District. We are responsible for the registration/licensure of plumbing contractors and their
employees and permitting and inspection of all commercial and residential plumbing installations. We
also must review and approve all commercial plans. This includes all plumbing work done
in the City of Springfield, City of New Carlisle and all of Clark County.
Plumbing Contractors should get registered/licensed and pull permits before starting any plumbing work
in Clark County. A penalty will be assessed to any contractor for starting work without registration/
licensure and permit. Once you have your permit and are ready for inspection, call the day before to
get on the schedule and the morning of your inspection before 9 a.m. to confirm your appointment and
to get the time of inspection from the inspector.
Homeowners who plan to do their own plumbing must complete an isometric drawing and review the drawing
with the plumbing inspector prior to a permit being issued.
Special Note: It’s renewal time. Your plumbing registration/license will expire on December 31, of the
current year. The renewal forms will be mailed in early December, to the address that was given on last
years form. The new plumbing cards for this year will be mailed as they are processed.
Master plumbers, you have until January 31, to pay the renewal fee of $125.00. After that time,
you must pay the full amount for a new registration/license of $200.00.
